Members of Portland's black community, churches, mosques and temples marched outside City Hall, the County Courthouse and police headquarters.
Protesters say that Aaron Campbell is just another example of unarmed people being shot by police and nothing seems to change.
His mother, Marva Campbell, spoke to the crowd.
Marva Campbell: "We're paying the police to take care of us, not hurt us. We shouldn't be afraid of the police and it's not fair. Now if my child came out with a gun, protect anyone you can but he didn't do that. Now lets fight this, because there's good policemen out there but that's bad ones. And the bad ones need to go."
The grand jury that looked into the case released a letter after the protest.
It said that while police actions were consistent with the law, Aaron Campbell's death was an "outrage" resulting from flawed policies, incomplete training and bad communication.
