Portland Police Release Reports Of Shooting Of Homeless Man

Portland’s Police Bureau has released its internal reports on the shooting of an indigent man at Hoyt Arboretum last month.
Even Officer Jason Walters called the incident “shocking from start to finish”. He described arriving at Hoyt Arboretum, expecting to escort a harmless person to detox.
When 58-year old Jackie Collins emerged from a park restroom covered in blood, Walters told detectives, the situation changed.
Three minutes after Walters’ arrival, Collins lay, fatally shot. Most of the bypassers police interviewed seemed to confirm Walters’ account – that the officer ordered Collins several times to stop walking forward, and drop his utility knife.
But Jason Renaud with the Mental Health Association of Portland said documents don’t tell the whole story. “Unfortunately, police reports don’t tell us much. They don’t tell us what could have happened. They tell us what did happen," he said.
Renaud says he looks forward to seeing more forensic evidence, and grand jury testimony that will be released soon. The Grand jury found no evidence last week of criminal wrongdoing on Walters’ part.
