Portland Police Release New Information On Otis Shooting

Portland police are continuing to investigate the traffic stop that ended in the death of 25-year old Keaton Otis last month.

As April Baer reports, a grand jury investigation concluded last week, and now the police have released additional information about the shooting.

A police bureau power point shows how Otis and several police cruisers drove around Portland’s Lloyd Center district. Chief Mike Reese described why officers with the anti-gang unit first noticed Otis.

Mike Reese  "I think there were several behaviors that he had, in hot weather driving with a hood up over him, he was driving slouched over in his seat, the way he was watching them in his rear view mirror and not paying attention to traffic."

When Otis changed lanes without signaling, Reese says two officers turned on lights and sirens to pull him over. When he was finally stopped, the situation escalated.

Police say Otis shot Officer Christopher Burley in both legs. In the return fire, Otis himself was shot 23 times.

A grand jury decided last week officers bore no criminal liability for Otis’ death, but government and community probes are continuing.

The District Attorney’s office is expected to release the testimony the grand jury saw soon.
