Portland Council Split On Police Review Of Force Change
The Portland City Council narrowly passed a change Wednesday to the commission that reviews police use of force.
The city spent thousands of dollars in 2003 and then again in 2006 to find out how to reduce police use of force and how to deal with offending officers.
Both reports from the Police Assessment Resource Center or PARC, advised against allowing an officer's direct supervisor from being a voting member of the Independent Police Review Commission.
But at the advice of the city auditor, police chief and commissioner Randy Leonard, the council voted to do just that.
Randy Leonard: "I think that this is change that makes sense and is balanced and I vote aye."
Two of the city's five commissioners voted against the change citing the concerns in the PARC reports.
