Man Shot By Portland Police Had Confessed To Sexual Abuse

A couple of weeks before Jack Collins was shot dead by a Portland Police Officer, he walked into a police station to confess to sexually abusing someone.According to a police report - secured by The Oregonian Newspaper - the 58-year-old Collins said he was in high school at the time.

He gave a name, but said he wasn't sure if it was correct or where the victim might be now.The officer Collins spoke to said he didn't believe a crime had occurred, but if it did - 42-years-later, the statute of limitations has expired.Collins then asked for psychiatric care and was directed to Cascadia Mental Health.Cascadia has yet to confirm whether Collins turned-up for treatment or whether he received help. Collins was shot Monday at the Hoyt Arobretum.
