Legislature Won't Deal With Kicker Reform This Session
If you can imagine Governor Kulongoski writing "I (Heart) Kicker Reform" on his gubernatorial stationary over and over, you might have some idea of the heartbreak he's feeling this morning, just in time for Valentine's Day.
The Governor wanted to change the program that gives Oregonians their tax money back if revenues exceed certain levels, and maybe use that money to build up a rainy day fund.
But Legislative leaders said they won't take kicker reform up during this month's special session.
