The 25-year old Portlander was pulled over near Lloyd Center last week. Police have said that Otis was uncooperative, and that he fired on them. But the reason for the traffic stop is still unclear.

More information may also come out about the wounds sustained by Otis and Officer Christopher Burley. The policeman had bullet wounds in both legs after the confrontation.

Otis' friends and family say he stayed out of trouble, and they wonder why he died this way. Chris Clay, a long-time friend of Otis', said he'd never even seen Otis with a  gun.

Chris Clay "Keaton wasn't no gang member, no thug or nothing like that. He was an entrepreneur and a family man, you know?"

The grand jury proceedings are not open to the public, but transcripts will be released, at the request of the mayor.
