Authorities Identify Man Shot By Portland Police Officer

The man shot to death by a Portland police officer Monday afternoon has been identified as Jack Dale Collins. Collins, who went by Jackie, wasn’t well known in the city’s street community. Police believe he was homeless.
Several groups that advocate for the mentally ill have already voiced their concerns. They said a man injuring himself in public should have been treated.
Advocates have also questioned why the policeman involved, Officer Jason Walters, had not been questioned, more than a day after the shooting.
Scott Westerman is president of the Portland Police Association – the union representing Walters. He told OPB’s Think Out Loud the city’s policy of not forcing officers to talk right away has to do with how those statements might be used.
“The union has always said we’d prefer the officers to be ordered to talk. Because then whatever he states to detectives cannot be used against him in a criminal trial. When you’re compelled to talk, those statements cannot be used against you in a criminal trial," he said.
The Bureau’s investigation is still pending.
