Strange Tug-Of-War Over Budget Keeps Salem On Edge

Governor Ted Kulongoski and the Oregon Legislature are locked in a stalemate over how to pay for the state's K-12 education budget.

The governor vetoed the lawmakers' version Tuesday, saying it used reserves too much.  And today brought a surprise.
