Did Madoff's Scheme Hurt Oregonians?

Attorneys for disgraced financier Bernard Madoff's firm have published a list of people on the firm's mailing list--including many customers. As April Baer reports, the list includes a few people from Oregon.
First off: not everyone on the list is a Madoff client. Some are attorneys or others who may have requested information from the firm from time to time, but who never invested.
For example, most of the Oregon listings are affiliated with a Portland firm.
CTC Consulting, which provides investment advice. The firm released a statement saying neither CTC nor its present or past employees were ever Madoff clients.
The company says it reviewed Madoff's work on several occasions, but consistently decided not to approve or recommend the fund to its clients.
An accounting firm in the Tigard area confirmed it has done work for a Madoff client, but had no direct dealings with Madoff. Madoff's firm bilked clients of an estimated fifty billion dollars in an alleged Ponzi scheme.
Fewer than a dozen private citizens from the Metro areas appear on the list, but again, there's no way to tell if they invested, and if so, how much.
